To learn when and how to move as Uke is like what you do when you drive into the yellow signal at the intersection. It requires skill to judge the distance and time you have to go or stop before it tunrs into red as being aware of the cars following you at the same time. It takes practice but you will get it eventually.

Class of 2. Learning When and What to do as Uke can be very tough... if you move too fast, your Shite can not even apply what he/she is supposed to do, but if you move too slow... you mostly have to take all the pain even unnecesarily.
